Dear Delegate or Senator,
I am writing to ask for your support in passing a bill that would permit Baltimore County to create a hybrid Board of Education for the public school system, in which some members would be elected, and some appointed.
~ Our new Superintendent, Dr. Dallas Dance, has publicly stated that he has no preference on the school board selection process, and is comfortable working with either type of school board.
- ~ 20 out of 24 school jurisdictions in Maryland have fully or partially elected school boards. None have taxing authority.
- ~ Approximately 96% of all school boards in the United States are elected.
- ~ No study has ever indicated that student performance is better, or worse, under an elected board as opposed to an appointed board.
In conclusion, please vote to give the public a seat at the table. At present, the public has no say in who is appointed to the County Board of Education.
- ~ A hybrid Board would be more accountable to local constituents. The current appointment system involves the County Executive and the Governor.
